A very straining question. In the United States, beautiful places built with walkable or bike-able infrastructure are generally placed in areas of greater economic prosperity. It sends the message, only rich people can enjoy safety and beauty in their day to day environment. I think there is a line here where more basic needs need to be met first. People need to be fed, people need to be housed, and people need to feel safe. However, I would argue that beautifully designed places does attract people who can then patronize businesses in the area. This, of course, leading to all the goods of economic prosperity.
